US President Donald Trump believes North Korea's nuclear weapons are a greater threat than Russia's alleged interference in his election and wants to work with Moscow to counter that threat, an aide said Sunday.
The expert said they do not have a specific policy of pre-emptive strikes prior to launch and if the USA were to launch a missile, North Korea could claim they have been attacked.
On Friday he warned world leaders gathered in the Vietnamese resort city of Danang that the Asia-Pacific region "must not be held hostage to a dictator's twisted fantasies".
North Korea has dominated Trump's trip, which has so far swept in Japan, South Korea, China and Vietnam.
Instead the threat "pushes us to speed up the efforts to accomplish the great cause of completing the state nuclear force", the statement said, dismissing Trump's tour of the region as a "business trip".
The United States and South Korea on Saturday started joint naval exercises that will involve three US aircraft carriers in what military officials describe as a clear warning to North Korea.

During Saturday's summit, Moon and Xi also agreed to quickly normalise bilateral exchanges in all sectors, reiterating an agreement announced last month to end a year-long standoff over the deployment of a United States anti-missile system.
