But many high-end homeowners could be paying more in property taxes next year because of a new rule that caps the amount of state and local tax deductions at $10,000. That's less than half of the $21,720 that the average New Jersey homeowner now claims.

"If you pay your taxes through escrow, we strongly recommend you do not prepay until you consult your mortgage lender", the release states.

Since towns may not be used to accepting payments before January 1, checks may not be cashed until after that date, but anyone with a copy of the check may deduct the total amount from their 2017 income taxes.

"Everybody is trying to do what they think is the right thing to do", said Sizemore, who made it clear that his department can not offer tax advice.

Those payments must be credited as received in 2017 as long as they are postmarked on or before December 31, Christie says. "But if you haven't received a bill yet, I don't see how you can make a payment", said Andy Kahn, a shareholder at Concannon Miller of Bethlehem.

In California, counties are telling taxpayers they can pay only the bills due between February and April.

Orange Tax Collector Scott Randolph said the bill signed by President Donald Trump last week will have a sweeping impact on people's property tax bills beginning next year and in 2019, when next year's federal income taxes are filed. And Cook County, Ill., made it easier to prepay.

He said his office plans to extend its hours on Saturday and Sunday - the final two days of the year.

And that was before Congress gave final passage to the tax changes.

The IRS hasn't yet said how it would handle prepayments.
