The man, who has been charged with assault and disorderly conduct, can be seen approaching Irizarry and asking her about her shirt - which depicted a Puerto Rican flag - and her citizenship status.
There are all levels of boorish behavior and stupidity here, starting with the fact that Puerto Ricans are indeed US citizens.
The Forest Preserves of Cook County tweeted on Monday that it was cognizant of the video Irizarry put on Facebook. The video shows a man angrily approaching a woman who is filming him as he yells "You're not gonna change us" while a nearby police officer stands by his vehicle and looks away as the distressed woman calls out for help.
Irizarry asks Officer Connor to help, saying "I am renting this area and he's harassing me about the shirt that I'm wearing". No, the world is not going to change the United States of America.
"You're not an American", Trybus continues to tell Irizarry. He gets closer to her and asks "Are you a citizen?"
Later she says: "Officer, I feel entirely uncomfortable, can you remove ... please officer" as the officer is seen walking away from her. She then says, "Officer, I'm renting, I paid for a permit for this area". Not long after arriving, a middle-aged white man approached her and began to harass her about her shirt - a red, white and blue tank top designed like the Puerto Rican flag.
"A charge for simple assault or disorderly conduct is not sufficient, this incident must be investigated and charged as a hate crime", Garcia said in a statement.
"All people are welcome in the Forest Preserves of Cook County and no one should feel unsafe while visiting our preserves", the post said.
According to CNN.com, "On Tuesday, park spokeswoman Stacina Stagner said investigators will interview the officer this week about the incident".

Was Russia listening? Democrat hack followed Trump speech
The indictment connects the officers directly to the Russian government, saying they acted in their "official capacity". Anything you do, it's always going to be, "Oh, Russia, he loves Russia".

Picking them up first and foremost, energising them for this game. That was just extra motivation for us. But there's something I want to say.
The most disconcerting part of the video is that while Mia fears for her safety, a police officer stands in the background.
Stagner and the Forest Preserves are not the only ones upset by the video, as Puerto Rican Gov. Ricardo Rossello tweeted about the "undignified event", calling the man a bigot and finding fault with the first officer who "did not interfere".
Police have not released the name of the suspect nor the name of the officer.
The preserve district police chief, Kelvin Pope, said he didn't know why Conner apparently didn't step in initially.
"I am appalled, shocked & disturbed by the officer's behavior", Rossello posted in a tweet. "These people had just been ignored and kind of left on the side, and no one was rushing in to help". Those born there are US citizens, although they can not vote in USA presidential elections.
"This is America", he says. Now, an investigation has been opened into the incident, where the man-who was visibly drunk-verbally berated the woman and called her shirt un-American.
"I am very sorry for the experience the young woman had to (endure) and I'm further troubled by the lack of response and action by the initial officer on the scene".
Cook County Board Chairman Toni Preckwinkle apologized to the woman via Twitter.
