The typhoon may traverse the Cagayan-Batanes area on Saturday and is expected to make a landfall at the northern tip of Cagayan on Saturday morning.
Mangkut has already caused widespread devastation when it torn through the Marshall Islands and Guam - American territories in the Pacific.
Ten million people are in the path of the storm, along with millions more in coastal areas of southern China.
Classes have also been cancelled in some areas of Luzon in the path of the typhoon.
The Pacific Daily News reported government agencies were conducting damage assessments and beginning to clear roads.
